Honestly, vivid weathers is my favorite graphics overhaul. It allows you to change things like brightness and saturation that is limited to just that one character! This essentially allows you to have a different enb for different characters, without having to go into a menu to change it each time. Though to me, my main 'enb' is vivid weathers. Now though, I mostly use 'the dragonborn comes', which tries to imitate the look of the original trailer. For a while I used photorealistic ENB, which alone makes it look like your game got a major graphics upgrade. Though honestly, his overhauls are more about improving the gameplay rather than improving immersion. He has multiple overhaul mods that are all designed to be inter-compatible! Even individually, his overhauls mods are some of the most famous. If you want an all-inclusive package though, I would recommend looking up enaision's stuff. As for ToL, its not really a port, but a new mod that borrows features from multiple oldrim mods (mainly moonlight tales and heart of the beast, if I remember right). In oldrim, you have dozens to choose from. For instance, if you want a werewolf overhaul, your only choice in SE is Tales of Lycanthropy. Its surprising how many there are from the early years of this game that were never ported. Though if you're looking for overhauls, oldrim offers far more choices.

I haven't seen too many that touch on the economic of the game though. As for mechanics, there's quite a few different combat and perk overhauls out there to choose from.

There's also a few bathing mods out there, though they tend to have compatibility issues with city mods since such mods often necessitate adding new buildings and rooms to the game (for obvious reasons). iNeed and Realistic Needs and Diseases I think are the most popular. There's also more than one mod that makes so you actually have to eat and sleep. Probably the most famous is frostfall, which makes it so you can actually freeze to death in Skyrim's climate. Now, for immersion, there's quite a lot out there. There's also who knows how many enbs that you can pick from. There's multiple texture and grass overhauls out there to choose from, for instance. As for what is the 'best', that's highly subjective. You can just check the most popular mods on the nexus for graphics.
